The final rule implementing President Obama’s executive order on fair pay and safe workplaces has been issued, along with guidance from the United States Department of Labor (“D.O.L.”) The guidance was published in the August 25, 2016 Federal Register. In crafting the final regulations and guidance, the D.O.L. and the Federal Acquisition Regulatory Council (“F.A.R Council”) received and considered thousands of comments from members of the public, including many in the contracting community.
